Relationship to the East 14th Street South Area Development Strategy. The South Area 1, 2, and 3 zoning districts have been created to implement the East 14th Street Development Strategy (Development Strategy). The Development Strate- gy identifies five (5) activity areas. SA-1 District—Permitted Uses. The following uses are allowed in the SA-1 District, and a conditional use permit is not required, for tenant spaces up to twenty-five thousand (25,000) square feet. Spaces in excess of twenty-five thousand (25,000) square feet can be allowed through the approval of a conditional use permit. (Certain uses are subject to special require- ments and/or limitations, as prescribed following the individual use classification.) 1.
