City of San Leandro <br /> Meeting Date: July 21, 2014 <br /> Staff Report <br /> File Number: 14-268 Agenda Section: CONSENT CALENDAR <br /> Agenda Number: 8.J. <br /> TO: City Council <br /> FROM: Chris Zapata <br /> City Manager <br /> BY: Uchenna Udemezue <br /> Engineering &Transportation Director <br /> FINANCE REVIEW: David Baum <br /> Finance Director <br /> TITLE: Staff Report for a Resolution of the San Leandro Hillside Geologic Hazard <br /> Abatement District Approving the Annual Report of the San Leandro Hillside <br /> Geologic Hazard Abatement District(GHAD)for Fiscal Year 2013-14 <br /> SUMMARY AND RECOMMENDATIONS <br /> This report is an update on the activities of the San Leandro Hillside Geologic Hazard <br /> Abatement District(GHAD) for Fiscal Year 2013-14. <br /> Staff recommends approval of the annual report of the GHAD for Fiscal Year 2013-14. <br /> BACKGROUND <br /> Following the Hillside Drive slide of 1998, the City Council, by Resolution No. 2000-172, <br /> approved the formation of the GHAD and appointed itself to act as the Board of Directors. <br /> The GHAD served as an entity for the repair to the Hillside Drive landslide using grant funds <br /> from the Federal Emergency Management Agency (FEMA) and California Office of <br /> Emergency Services (OES). No assessment on property owners was proposed. A$1.5 <br /> million dollar project was completed by the GHAD that stabilized the slope on Hillside Drive. <br /> The project installed a drainage system incorporating concrete v-ditches, storm lines and <br /> structures to collect and discharge subsurface and surface runoff from the hillside to the City's <br /> storm drain system. The system is maintained and monitored by Public Works staff. <br /> Analysis <br /> Public Works staff has completed only minor maintenance work on GHAD facilities during this <br /> past fiscal year. Recent site investigation by staff did not indicate any signs of slope <br /> movement.
