Reduce intrusion of motorists onto streets that are not suitable alternate routes to <br />return traffic back to the freeway. <br />2. Provide enhanced tools for traffic management and data collection. <br />a. Install traffic detection devices (sensors and cameras) on arterial streets <br />throughout the corridor. <br />b. Provide the City with the ability to develop incident management traffic signal <br />timing templates for implementation when future incidents or events occur. <br />c. Install updated City traffic signal controller equipment and/or service enclosures <br />as needed to meet technical requirements of the ICM system. <br />d. Provide a communication infrastructure throughout the corridor. <br />3. Improved air quality through decreased motor vehicle emissions and fuel consumption. <br />a. Coordinate traffic signal systems between the Cities of San Leandro and Oakland <br />to minimize traffic delays. <br />b. Implement traffic signal systems and timing plans that may be remotely adjusted <br />to improve traffic flow due to an incident, special event or day-to-day recurrent <br />congestion. <br />Project Description <br />The project proposes to install ITS equipment on arterial streets along the I-880 Corridor in the <br />Cities of San Leandro and Oakland (see Attachment A - Project Map). The project will utilize <br />existing structures and infrastructure where feasible to install the equipment and minimize <br />impacts to existing facilities and surrounding areas. Within the City of San Leandro limits, the <br />project proposes to install the following, all within Caltrans right-of-way: <br />0 5 trailblazer signs (see Attachment B — Trailblazer Sign Examples) <br />• 4 closed-circuit television cameras <br />• 3 traffic detection stations <br />• 4 traffic signal controller cabinets <br />0 Various communications improvements <br />This project builds on the Corridor System Management Plan (CSMP) for the I-880 Corridor and <br />the Federal ICM Initiative, and is an important step toward providing an integrated ITS system <br />along this corridor. The system will be compatible with other regional systems and corridors, <br />including the I-80 ICM system and East Bay Bus Rapid Transit (BRT) Project. <br />The maintenance and operations of the intelligent transportation systems installed by the project <br />will be subject to the terms and conditions of future agreements between MTC, Caltrans and the <br />Cities of Oakland and San Leandro. A Memorandum of Understanding (MOU) and maintenance <br />plan will be developed prior to project construction. <br />
