WORKING DRAFT FOR HCD REVIEW <br />NEEDS ASSESSMENT 3-17 SAN LEANDRO HOUSING ELEMENT <br />households, only 24 percent of owners and 14 percent of renters were paying more than 30 percent of <br />their incomes on housing. <br /> <br />Despite the run-up in housing costs, there are still a substantial number of San Leandro homeowners with <br />low housing costs. In 2010, 30.4 percent of the city’s homeowners had paid off their mortgages in full. <br />The median monthly housing cost for these households was $425, which primarily covered taxes and <br />insurance. Assuming $100 to $150 a month for utilities, this <br />would equate to a monthly rent payment of about $1,550. Comparing Table 3-9 and Table 3-11 indicates <br />a significant gap between “affordable” rents and “market” rents for lower-income households in San <br />Leandro.
