EVALUATION OF THE 2010 HOUSING ELEMENT <br /> <br /> <br />introduction <br /> <br />Section 65588(a) of the California Government Code requires each jurisdiction to periodically review its <br />housing element and evaluate: <br /> <br /> the appropriateness of the housing goals, objectives, and policies in contributing to the attainment of <br />the State housing goal; <br /> <br /> the effectiveness of the (prior) housing element in the attainment of the community’s housing goals <br />and objectives; and <br /> <br /> the progress of the community in housing element implementation. <br /> <br />The periodic review is one of the major components of a housing element update. It provides an <br />opportunity to evaluate the relevance of the City’s housing policies and programs, identify where gaps <br />exist, and suggest possible ways to fill these gaps. The review forms the basis for restructuring the <br />housing element to better meet current housing challenges. <br /> <br />San Leandro’s Housing Element was last updated in 2008-2010. The Element was certified by the State in <br />2011 and has served as the basis for local housing policy for the last four years. During the period covered <br />by that Element (2007-2014), the Bay Area weathered the most severe economic recession in over 75 <br />years. Housing starts were much lower than they had been during the prior (1999-2006) period, when <br />over 1,200 units were constructed. Despite the economic downturn, San Leandro produced <br />approximately 230 new housing units during 2007-2014. The City also facilitated the creation of more <br />than 1,000 affordable housing units through a combination of conversions and new construction. San <br />Leandro also assisted low and moderate income homeowners, first-time homebuyers, and supportive <br />service providers in meeting local housing needs. <br /> <br />The 2010 Element included eight goals, 66 policies, and 81 action programs. It also cross-referenced poli- <br />cies and actions in other elements of the General Plan. The discussion below describes the City’s progress <br />toward achieving these goals and policies, and the appropriateness of each goal and policy today. The dis- <br />cussion begins with an introduction to San Leandro and an overview of housing production, housing <br />programs, and market trends in the city during the last planning period. <br /> <br />context for the housing element <br /> <br />San Leandro is located on the east shore of San Francisco Bay approximately 8 miles south of Oakland, <br />15 miles southeast of San Francisco, and 35 miles north of San Jose. It is the fifth largest of Alameda <br />County’s 14 cities in population the sixth largest in number of jobs. It is bounded on the north by Oakland
