The City has prepared periodic annual <br />reports, to the extent staffing levels allowed. A 2007- <br />2010 report was prepared in 2011 and a 2011-13 report <br />was prepared in January 2014. <br />54.01-B Update the Redevelopment Agency’s Five- <br />Year Plan, including revenue projections, in <br />order to quantify the expected dollar amount <br />of the 20% housing set-aside. The updated <br />Plan should prioritize the spending of the set- <br />aside for various housing programs and <br />special needs groups. <br />ACHIEVED/DELETE. The City completed its five <br />year Plan in 2010. It was adopted by the City Council <br />on September 20, 2010 and covered the 2010-2014 <br />period. Since the Redevelopment Agency has been <br />terminated, the program can be deleted. <br />54.04-A Engage the City Council in a discussion of <br />possible revisions to the City’s long-term <br />affordability requirements. The City generally <br />supports the longest affordability terms <br />allowed by law. However, in some cases, <br />shorter terms may be acceptable or even <br />desirable when the outcome is the creation (or <br />preservation) of affordable units that would <br />otherwise not be possible at all. Where not <br />precluded by law, the City should consider <br />using a “sliding scale” for affordability terms. <br />ADVANCE. This discussion has not yet happened, <br />but it continues to be relevant. This topic is most <br />likely to be addressed in the context of preservation of <br />“at risk” below market rate (BMR) units. To date, the <br />City has not succeeded in extending the affordability <br />terms of BMR units that expired. The possibility of a <br />shorter (15-year) term could be discussed for <br />properties where extensions are desired. <br />54.05-A Continue to collect data which documents the <br />need for affordable housing among existing <br />San Leandro residents, and the extent to which <br />new affordable units benefit local residents. <br />Data on homeless students, doubled up <br />households, overcrowding, homelessness, and <br />the former place of residence (and current <br />place of employment) for occupants of new <br />affordable units should continue to be <br />monitored to make a more compelling case for <br />the local benefits of (and need for) such <br />housing. <br />ADVANCE. This is one of the principal functions of <br />the Housing Division. It is also implemented by the <br />non-profit service providers who receive funding from <br />the City, such as Building Futures with Women and <br />Children, Davis Street Family Family Resource <br />Center, ECHO Housing, SAVE, and Ever yOne Home. <br />The City regularly monitors affordable rental housing <br />needs. <br />54.07-A Expand web-based GIS applications so that <br />the public can access data about particular <br />parcels and their surroundings via the Internet. <br />ADVANCE. The City’s website provides access to <br />GIS data and the County provides parcel-based data <br />through the Assessors Office website. This remains <br />relevant. <br />“ACHIEVED” indicates the action has been accomplished, while “ADVANCE” means it is on-going or should be carried <br />forward to 2015-2023. “REPLACE” means the action should be replaced with a new or modified program to carry out the <br />policy. “REVISE” means action should be updated. <br /> <br />
