WORKING DRAFT FOR HCD REVIEW <br /> <br /> <br />EVALUATION OF 2010 ELEMENT 2-33 SAN LEANDRO HOUSING ELEMENT <br />Table 2-6: Progress on Implementing Actions for Goal 58 (Special Needs Populations) <br />Action Summary Progress <br />58.01- <br />A <br />Pursue funding through the HUD Section <br />202 and 811 programs for the <br />construction of additional housing for <br />seniors and disabled persons. <br />ADVANCE. The City will continue to pursue HUD funding <br />to assist in senior housing construction. HUD Section 202 <br />funds were received in 2009 to facilitate the construction of <br />Estabrook Place. <br />58.01- <br />B <br />Amend Article 31 of the San Leandro <br />Zoning Code to increase the City’s <br />density bonus provisions to allow a 50 <br />percent bonus for senior housing (instead <br />of the 35 percent bonus contained in the <br />current ordinance). This will bring the <br />ordinance into compliance with the <br />State’s density bonus law. <br />DELETE. The Density Bonus ordinance is presently <br />consistent with State law and further revisions are not <br />required. <br />58.02- <br />A <br />Continue programs (including loans <br />and/or grants) which allow seniors to <br />“age in place” by retrofitting their homes <br />with grab bars, wheelchair ramps, and <br />other assistive devices which respond to <br />the decreased mobility of elderly <br />householders. <br />ADVANCE. The Housing Division has continued to <br />administer housing rehabilitation grants for senior <br />homeowners, even after the loss of redevelopment funding for <br />this program. Additional funding sources should be explored <br />in the future. <br />58.05- <br />A <br />Consider amendments to the City’s fee <br />schedule and zoning regulations that <br />would create incentives to include three- <br />and four-bedroom apartments in new <br />affordable multi-family and/or mixed use <br />projects. The number of bedrooms <br />should be considered as a ranking factor <br />when proposed projects are competing <br />for local affordable housing dollars. <br />ADVANCE. There has been no action on this program to <br />date. However, there continues to be a need for larger <br />apartments serving families. The new Cornerstone project will <br />include 36 three-bedroom units. <br />
