WORKING DRAFT FOR HCD REVIEW <br /> <br /> <br />EVALUATION OF 2010 ELEMENT 2-41 SAN LEANDRO HOUSING ELEMENT <br />Action Summary Progress <br />59.04- <br />B <br />Develop a policy to reduce certain fees for <br />affordable housing, with the exception of school <br />and park fees. Reductions or waivers should be <br />considered for fees for map filing, use permits, <br />rezoning, and undergrounding. <br />ADVANCE. Fee waivers are considered on a case-by- <br />case basis based on project characteristics. For instance, <br />Eden Housing received a waiver for the School Impact <br />Fee for Estabrook Place, since it is a senior housing <br />development. The City provides other types of financial <br />subsidy to affordable housing projects from non-General <br />Fund sources such as CBDG, HOME, and the Affordable <br />Housing Trust Fund. <br />59.04- <br />C <br />Work with EBMUD and other utilities to explore <br />reductions to connection and system capacity fees <br />for affordable housing. <br />ADVANCE. This remains a valid action program, <br />although EBMUD and PG&E have not offered fee <br />waivers in recent years. <br />59.06- <br />A <br />Continue to use multi-family design guidelines in <br />the Downtown TOD and East 14th Street areas. <br />Develop additional guidelines that apply more <br />broadly to multi-family projects on infill lots. <br />Such guidelines should not only address large, <br />high-density projects, but also small (2-10 unit) <br />infill buildings and townhouse projects. <br />Guidelines should address such issues as height, <br />bulk, transitions between higher density and <br />lower density areas, location of parking, and <br />consistency of architectural style. <br />ADVANCE/REVISE. This is currently done on a project <br />by project basis during the development review process. <br />Guidelines for multi-family infill housing, small lot <br />subdivisions, townhomes, lot splits, in-law units, and <br />similar housing types should continue to be pursued to <br />ensure that future development is harmonious with <br />surrounding uses and enhances neighborhood character. <br />Design guidelines for the Bayfair TOD area should be <br />included as part of the TOD plan to be prepared in the <br />coming years. <br />59.07- <br />A <br />Ensure that the annual San Leandro Capital <br />Improvement Program includes the projects <br />needed to correct infrastructure deficiencies. <br />ADVANCE. This action is carried out on a continuous <br />basis through the City’s Engineering and Transportation <br />Department. The Department prepares the annual CIP <br />for Council approval, considering factors such as need, <br />facility condition, and community input. Recent work <br />included about $18 million in sewer replacement, <br />pedestrian enhancements, and streetscape improvements <br />in downtown and along San Leandro Boulevard near <br />BART. <br />59.09- <br />A <br />Explore possible funding sources to assist <br />developers in addressing soil contamination on <br />potential housing sites. <br />ADVANCE. The City has not specifically pursued funds <br />for clean up of contaminated sites, but works with <br />property owners and developers on an on-going basis to <br />provide technical assistance in remediation. No requests <br />were received during 2007-2014. <br /> “ACHIEVED” indicates the action has been accomplished, while “ADVANCE” means it is on-going or should be carried <br />forward to 2015-2023. “REPLACE” means the action should be replaced with a new or modified program to carry out the <br />policy. “REVISE” means action should be updated. <br /> <br />
