WORKING DRAFT FOR HCD REVIEW <br />NEEDS ASSESSMENT 3-9 SAN LEANDRO HOUSING ELEMENT <br />In 2010, 91 percent of San Leandro’s owner-occupant households lived in single family homes, with most <br />of the remainder living in mobile homes. As the city’s population has become more diverse, its <br />housing needs have become more complex. The most compelling change is the increasing number of <br />foreign-born households in the city—from 17 percent in 1990 to an estimated 35 percent in 2012. The <br />trends suggest a growing need for housing services for non-English speaking households, as well as <br />housing types which recognize the needs of specific immigrant groups (such as extended families). <br />
