IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2014-113 <br /> RESOLUTION ACCEPTING THE COMMUNITY ORIENTED POLICING SERVICES <br /> HIRING PROGRAM (CHP) GRANT TO FUND FOUR(4) SCHOOL RESOURCE OFFICERS <br /> (SROS) AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN <br /> AGREEMENT WITH THE SAN LEANDRO UNIFIED SCHOOL DISTRICT (SLUSD) TO <br /> FUND THE COSTS NOT COVERED BY THE GRANT <br /> WHEREAS,the Community Oriented Policing Services (COPS)Hiring Program(CHP) <br /> of the United States Department of Justice awards grants to local law enforcement agencies to <br /> hire and/or rehire career law enforcement officers in an effort to create and preserve jobs, and to <br /> increase their community policing capacity and crime-prevention efforts; and <br /> WHEREAS, CHP grants typically cover a maximum federal share of$125,000 per <br /> officer position during a three-year period; and <br /> WHEREAS, during discussions between the City and SLUSD, SLUSD agreed to fund <br /> the additional cost of four SRO positions not covered by the CHP grant; and <br /> WHEREAS, on June 20, 2014, the San Leandro Police Department submitted an <br /> application for a CHP grant for $500,000 to hire four SROs, and on September 24, 2014,the <br /> COPS Office notified the City of San Leandro that it was one of 28 cities in California to receive <br /> a grant award. <br /> NOW, THEREFORE,the City Council of the City of San Leandro does RESOLVE as <br /> follows: <br /> 1. That the three-year grant award totaling $500,000 from the Community Oriented <br /> Policing Services (COPS) Hiring Program(CHP)to fund four School Resource Officers is <br /> hereby accepted; and <br /> 2. That the City Manager is authorized to enter into and execute, subject to the <br /> approval of the City Attorney, an agreement with the San Leandro Unified School District for a <br /> term of four years to contribute to the additional costs of the four SRO positions not covered by <br /> the grant funds awarded. <br /> ***** <br />
