To correct these deficiencies, Title 3, Health and Safety, Chapter 14 <br />(Uniform Wastewater Discharge Regulations (UWDR)) and Chapter 18 (Environmental <br />Enforcement), need to be amended. Staff recommends that the City Council: <br />Approve an Ordinance repealing and reenacting Title 3, Chapter 14 relating to Uniform <br />Wastewater Discharge Regulations. <br />2. Approve an Ordinance amending Title 3, Chapter 18 relating to environmental <br />enforcement. <br />BACKGROUND <br />San Leandro's Municipal Code sections pertaining to pretreatment program implementation <br />and enforcing local codes related to environmental programs have not undergone any <br />significant revision since 2001. The Municipal Code does not provide environmental <br />inspectors the authority to issue Notices of Violation. The Uniform Wastewater Discharge <br />Regulations need to be updated to conform to current required standards. In addition, staff <br />added pretreatment standards to the grease interceptor requirements section.
