City of San Leandro <br />2015 State Legislative Platform and Policy Guidelines <br />Citv of San Leandro Leaislative Priorities for 2015: <br />The City of San Leandro's legislative agenda for 2015 is designed to reflect the adopted priorities <br />and policy direction of the Mayor and City Council with direct input from the City Administration. <br />The strategic agenda includes various efforts to advocate for legislation, regulations, and funding <br />that is consistent with the City's adopted priorities. <br />This platform also is designed to (a) provide standing authority for City staff or the City's legislative <br />advocates to take action on pending legislative matters when time constraints preclude bringing <br />such matters before the City Council in advance, and (b) provide the City's advocates a better <br />understanding of the Mayor and City Council's policy preferences regarding a variety of legislative <br />and intergovernmental issues that might arise during the course of the year. <br />This report is compiled into three sections: <br />1. City Specific State Legislative Priorities for Recommended Action; <br />2. State Legislative Priorities for Monitoring; and <br />3. Funding Opportunities and Requests. <br />1. City Specific State Legislative Priorities for Recommended Action <br />Below is a list of specific legislative priorities for the City of San Leandro. Direct advocacy with the <br />Governor, the Legislature, State agencies and other organizations will be focused on these areas: <br />RDA dissolution. Support legislation or regulations that provide relief from past RDA <br />dissolution actions and oppose legislation or regulations that may cause setbacks to <br />successor agencies. While the dissolution of redevelopment agencies is coming to a close, <br />there may remain outstanding legislative efforts that could substantively impact the City's <br />successor agency. <br />• Recycled water projects. Support legislation that effectively addresses the use of recycled <br />water while meeting the needs of the City of San Leandro, especially during times of <br />drought. This could include support for the permitting and construction process for the <br />installation, maintenance and operation of recycled water pipelines. This may also include <br />opposing legislation or regulations that harm these efforts. <br />Efforts to reduce human trafficking at massage parlors. Support legislative efforts to <br />provide more local control and/or additional enforcement tools to address the proliferation <br />of human trafficking that can occur at massage parlors and related entities. Assembly Bill <br />1147 (Bonilla) was signed into law by the Governor in 2014, marking a new way for cities to <br />address human trafficking at massage parlors. Monitor implementation of this law and <br />support efforts that would ensure the successful regulation of these types of businesses. <br />• Illegal gambling parlors. Support legislative efforts that would provide additional local <br />authority to address the frequency of `pop up' online casinos. Assembly Bill 1439 (Salas) <br />was signed into law by the Governor, providing cities with additional authority to regulate <br />these types of establishments. Additional legislation may be needed to continue to <br />effectively regulate online gambling establishments. <br />• Medicinal cannabis regulations. Support new regulations that would provide cities local <br />control in how they address issues related to medical cannabis, while establishing minimum <br />standards for the operations of cannabis dispensaries. Oppose any proposals or legislation <br />that restricts local control or limits the authority and decision making processes of the City. <br />A comprehensive, thorough approach to statewide medicinal cannabis guidelines is <br />
