IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2014-120 <br /> RESOLUTION ESTABLISHING APPLICATION FEES FOR THE <br /> MEDICAL CANNABIS DISPENSARY PROGRAM <br /> WHEREAS, in December 2013,the City Council approved a medical cannabis regulatory <br /> ordinance to facilitate the approval,regulation, and operation of one medical cannabis dispensary <br /> in the City of San Leandro; and <br /> WHEREAS,that ordinance states that applicants seeking to operate the one dispensary <br /> shall pay a non-refundable application fee as well as any other costs associated with reviewing <br /> their background; and <br /> WHEREAS,the City Manager and City staff have analyzed the anticipated staffing, <br /> operational, and consulting costs that will be necessary to develop and implement the process that <br /> will lead to a recommendation to the City Council regarding who that operator should be; and <br /> NOW, THEREFORE, BE IT RESOLVED that the fees established shall: <br /> • Not exceed $1,000 for the Round 1 background screening of each of the key members <br /> of the applicant operator team; <br /> • Not exceed $3,000 for the Round 2 dispensary application; and <br /> • Not exceed$9,000 for the Round 3 review of any finalists who advance through <br /> Rounds 1 and 2. <br /> Introduced by Councilmember Reed and passed and adopted this 3rd day of November, <br /> 2014, by the following vote: <br /> Members of the Council: <br /> AYES: Councilmembers Cutter, Prola, Reed; Mayor Cassidy (4) <br /> NOES: None (0) <br /> ABSTAIN: Councilmember Lee (1) <br /> RECUSED: Councilmember Souza (1) <br /> ABSENT: Councilmember Gregory (1) <br /> -----) <br /> ATTEST: Y vV'I,AA.
