The consultant will assess the cumulative parking demand that will be required to support the land use <br />alternatives with consideration of the City's, BART's and Bayfair Center's existing parking standards <br />and the anticipated reduced demand associated with transit -oriented development. The objective of the <br />analysis will be to identify methods to reduce the overall parking requirement by capitalizing on the <br />advantages offered by BART, AC Transit, mixed use development, and parking management <br />opportunities. Expected outcomes will be a parking management strategy and reduced parking <br />standards for projects located within the Specific Plan area, while addressing the concerns of area <br />businesses and property owners. Opportunities for shared parking and structured parking (rather than <br />surface parking) to support transit users and planning area land uses will be explored. Strategies and <br />incentives for increasing transit use will also be discussed such as carshare, transit passes, and improved <br />pedestrian and bicycle facilities. The necessity and feasibility of a permit program or other measures to <br />regulate on -street parking such as pricing will also be discussed. This task will include an <br />assessment of opportunities to utilize resource efficient infrastructure and further the City's Climate <br />Action Plan.
