IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2014-135 <br /> RESOLUTION ACCEPTING THE COMMUNITY ORIENTED POLICING SERVICES (COPS) <br /> HIRING PROGRAM GRANT TO FUND TWO (2.0) SCHOOL RESOURCE OFFICERS (SROs) <br /> AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH <br /> THE COPS OFFICE ACCEPTING$250,000 OF THE GRANT AWARD AND AGREEING TO <br /> FUND THE BALANCE OF THE COST OF THE SROs NOT COVERED BY THE GRANT <br /> WHEREAS,the Community Oriented Policing Services (COPS) Hiring Program of the <br /> United States Department of Justice awards grants to local law enforcement agencies to hire <br /> and/or rehire career law enforcement officers in an effort to create and preserve jobs, and to <br /> increase their community policing capacity and crime-prevention efforts; and <br /> WHEREAS, COPS grants typically cover a maximum federal share of$125,000 per <br /> officer position during a three-year period; and <br /> WHEREAS, during discussions between the City and the San Leandro Unified School <br /> District(SLUSD), SLUSD agreed to fund the additional cost of four SRO positions not covered <br /> by a COPS grant if that grant were ultimately awarded; and <br /> WHEREAS, on June 20, 2014, the San Leandro Police Department submitted an <br /> application for a COPS grant for $500,000 to hire four SROs, and on September 24, 2014,the <br /> COPS Office notified the City of San Leandro that it was one of 28 cities in California to receive <br /> a grant award; and <br /> WHEREAS, subsequent to the grant award announcement, SLUSD notified the City of <br /> San Leandro that due to unforeseen budget constraints, it no longer would be able to provide the <br /> previously committed matching funds; and <br /> WHEREAS, in order to offset this loss of funding, the City Council is committed to <br /> hiring two (2.0 FTE) School Resource Officer positons and sufficiently funding the additional <br /> costs of these two positions that are not covered by the commensurately reduced$250,000 COPS <br /> grant award. <br /> NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br /> follows: <br /> 1. That the three-year grant award totaling$250,000 from the Community Oriented <br /> Policing Services (COPS) Hiring Program to fund two School Resource Officers is hereby <br /> accepted; and <br /> 2. That the City Manager is authorized to enter into and execute, subject to the <br /> approval of the City Attorney, any or all agreements necessary for a term of four years to cover <br /> the additional costs of the two SRO positions not covered by the grant funds awarded. <br />
