City Council Draft Minutes December 15,2014 <br /> 2.K. 14-539 Recognition of and Comments by Outgoing Mayor and <br /> Councilmembers <br /> With the consensus of the City Council, Item 8.J. was moved to this point <br /> on the agenda. <br /> 8.1 14-526 Staff Report for a Resolution Accepting the Community Oriented <br /> Policing Services Hiring Program (COPS) Grant <br /> The following individuals spoke regarding this item:Sophia Sperman, Rachel Beall, <br /> Cynthia Chandler, Lilah Sperman, Camila Lacabe, Mitch Huitema, Tim Holmes, Mia <br /> Ousley, Jessica Bartholow, Oscar Ivy, Craig Williams, Niki Macleod, Christine <br /> Falcon, Mike Katz-Lacabe, Evelyn Gonzalez and Darlene Evans. <br /> Mayor Cassidy read a letter submitted by San Leandro Unified School District Board <br /> President Diana Prola. <br /> 14-552 RESOLUTION Accepting the Community Oriented Policing Services <br /> Hiring Program (COPS) Grant to Fund Two (2.0) School Resource <br /> Officers (SROs) and Authorizing the City Manager to Enter into an <br /> Agreement with the COPS Office Accepting $250,000 of the Grant <br /> Award and Agreeing to Fund the Balance of the Cost of the SROs Not <br /> Covered by the Grant <br /> A motion was made by Councilmember Cutter,seconded by Vice Mayor Lee, <br /> that this resolution be adopted.The motion carried by the following vote. <br /> Aye: 7- Cassidy, Cutter, Gregory, Lee, Prola, Reed, Souza <br /> Enactment No: Reso 2014-135 <br /> The City Council recessed from 10:49 p.m. to 11:05 p.m. <br /> With the consensus of the City Council, Item 5 was moved to this point on the <br /> agenda. <br /> 5. PUBLIC COMMENTS <br /> Margarita Lacabe commented that she believes the Police Department lacks <br /> transparency with the City Council and community when implementing new <br /> programs. Ms. Lacabe further commented regarding the Council's responsiveness to <br /> residents'concerns. <br /> Jessica Bartholow commented on research and state laws related to truancy, noting <br /> a link between truancy and poverty level. <br /> Cynthia Chandler commented on the tardiness issues she has experienced with her <br /> child, and the need for better understanding of the problem by the school district and <br /> police. <br /> 3.
