City of San Leandro <br />Housing Element Update (2015-2023) Project <br />Initial Study and Environmental Checklist <br />d) Wlould the project create a new source of substantial light orglare that would adversely affect day or nighttime views in the <br />area? <br />Substantial light and glare comes mainly from commercial areas, safety lighting, traffic on major arterials and <br />the freeway, and street lights. Future potential development that could occur under the proposed Project does <br />not include any land use changes that would redesignate any existing land uses (e.g. residential to commercial, <br />etc.). Light pollution in most of the City is restricted primarily to street lighting along major arterial streets <br />and to night-time illumination of commercial buildings, shopping centers, industrial buildings, and athletic <br />fields throughout the City. <br />The policies in the General Plan would ensure that light and glare associated with potential future develop- <br />ment under the proposed Project are minimized. All proposed development would be required to conform to <br />San Leandro Zoning Code regulations pertaining to the abatement of unreasonable light and glare including <br />those contained in Section 4-1732, Lighting; Section 4-1670, Performance Standards; and Section 5-2512, Site <br />Plan Review Standards. Additionally, CALGreen Section 5.106.8 regulates light pollution by establishing max- <br />imum Backlight, Uplight and Glare (BUG) ratings for light fixtures. These regulations would assure that day <br />and nighttime conditions would not be adversely affected by light. Glare would be minimized through com- <br />pliance with Section 4-1670(D), which requires that mirror or highly reflective glass shall not cover more than <br />20 percent of a building surface visible from a street unless an applicant demonstrates to the satisfaction of <br />the Zoning Enforcement Official that use of such glass would not significantly increase glare visible from <br />adjacent streets or pose a hazard for moving vehicles. These factors contribute to a less -than -significant impact <br />with respect to light and glare. <br />Page 116 <br />Less Than <br />Significant <br />II.
