City of San Leandro <br />Housing Element Update (2015-2023) Project <br />Initial Studv and Environmental Checklist <br />a) Would the project conflict with an applicable plan, ordinance orpolicy establishing measures of effectiveness for theperfor- <br />mance of the circulation ystem, taking into account all modes of transportation including mass transit and non -motorised <br />travel and relevant components of the circulation gstem, including but not limited to intersections, streets, highways and free- <br />ways, pedestrian and bicycle paths, and mass transit? <br />Implementation of the Housing Element would not change any land use designations and would not increase <br />development potential in San Leandro. Therefore, the proposed Project would have minimal effect on the <br />circulation system of San Leandro as it would not increase development potential or directly or indirectly re- <br />sult in population growth. As such, implementation of the proposed Project would not conflict with any ap- <br />plicable plan, ordinance, or policy which establishes measures of effectiveness for the performance of the <br />circulation system. Consequently, impacts would be less than significant. <br />b) Would the project conflictwith an applicable congestion management program, including but not limited to level of service <br />standards and travel demand measures, or other standards established by the county congestion management agency far desig- <br />nated roads or highways? <br />See Section XVILa above. <br />) 1Vould the project result in a change in air trafficpatterns, including either an increase in traffic levels or a change in location <br />that results in substantial safety risks? <br />The proposed Project does not include any strategy or measure that would directly or indirectly affect air traf- <br />fic patterns. Therefore, no impact would result. <br />d) Would the project substantially increase hazards due to a design feature (e.g. sharp curves or dangerous intersections) or in- <br />compatible uses (e.g. farm equipment)? <br />The proposed Project does not include any strategy that would promote the development of hazardous road <br />design features or incompatible uses. Therefore, no impact would occur. <br />e) Wllould the project result in inadequate emergency access? <br />No part of the proposed Project would result in the development of uses or facilities that would degrade <br />emergency access. Therefore, there would be no impact. <br />J) Would the project conflict with adoptedpolicies, plans, orprograms regardingpublic transit, bicycle, orpedestrian facilities, <br />or otherwise decrease the performance or safety of such facilities? <br />The proposed Project will have no impact on policies, plans, or programs regarding public transit, bicycle, or <br />pedestrian facilities. While the proposed Project does include provisions that are dependent on the location of <br />public transit stops, potential future development that could occur as a result of the proposed Project will <br />have no effect on the placement of bus stops or any other aspect of the public transportation system. There- <br />fore, no impact will occur. <br />Page 145 <br />
