a. On January 9, 2013, the EPA issued a final rule to determine that the Air Basin has attained the 24-hour PM2s National AAQS. This action suspends <br />federal State Implementation Plan planning requirements for the Bay Area. The Air Basin will continue to be designated nonattainment for the <br />National 24-hour PM2.5 standard until such time as BAAQMD elects to submit a re -designation request and a maintenance plan to EPA and EPA <br />approves the proposed re -designation. <br />Source: California Air Resources Board, 2014, Area Designations: Activities and Maps, http://www.arb.ca.gov/desig/adm/adrn.htm, June 4. <br />Existing Ambient Air Quality <br />Existing Air Quality Trends <br />Existing levels of ambient air quality and historical trends and projections in the vicinity of San Leandro <br />have been documented by measurements made by the BAAQMD. The Oakland Monitoring Station is the <br />closest air quality monitoring station to the City. However, the Oakland Monitoring Station does not <br />monitor PM10i therefore, data from the San Francisco Monitoring Station was used to supplement data for <br />this criteria air pollutant. Data from these monitoring stations are summarized in Table 4.2-3. The federal <br />PM2.5 standard has been exceeded several times in the last five years. The State 03 standard and the State <br />PM10 standards have been exceeded only once in the last five years. The State and federal CO and NO2 and <br />the Federal 03 standards have not been exceeded in the last five years in the vicinity of the City. <br />Existing San Leandro Shoreline Development Emissions <br />The Project site includes a total of approximately 75 acres, consisting of 52 acres of land and a 23 -acre <br />public boat harbor. The boat slips are currently only 30 percent occupied (140 occupied boat slips), <br />primarily due to the build-up of silt in the harbor and channel.
