Any project <br />that produces a significant project -level regional air quality impact in an area that is in nonattainment <br />adds to the cumulative impact. Due to the extent of the area potentially impacted from cumulative <br />project emissions (the Air Basin), a project is cumulatively significant when project -related emissions <br />exceed the BAAQMD emissions thresholds shown in Table 4.2-5. As described in this report, the Project <br />would have a significant construction impact (see AIR -2), and on-site and off-site community risks and <br />hazards (see AIR -5). <br />Therefore, the Project's contribution to cumulative air quality impacts would be significant. <br />Impact AIR -4: Construction and operation of the Project would cumulatively contribute to the non - <br />attainment designations of the SFBAAB. <br />Mitigation Measure AIR -4: Implementation of Mitigation Measures AIR -2 and AIR -5 would reduce <br />cumulative air quality impacts. <br />Significance After Mitigation: Less than significant. Mitigation Measures AIR -2 would reduce impacts <br />from fugitive dust generated during construction activities. Mitigation Measure AIR -5 would reduce <br />exposures of sensitive receptors to substantial concentrations of TACs and PM2.5. With these <br />mitigation measures, regional and localized construction emissions would not exceed the BAAQMD <br />significance thresholds. Consequently, the Project would not cumulatively contribute to the <br />4.2-28 DECEMBER 2014 <br />
