SAN LEANDRO SHORELINE DEVELOPMENT DRAFT EIR <br />CITY OF SAN LEANDRO <br />HAZARDS AND HAZARDOUS MATERIALS <br />■ EPA RCRIS (RCRA Info): The Resource Conservation and Recovery Act Information System (RCRIS or <br />RCRA Info) is a national inventory system about hazardous waste handlers. Generators, transporters, <br />handlers, and disposers of hazardous waste are required to provide information for this database. <br />■ DTSC Cortese List: The DTSC maintains the Hazardous Waste and Substances Sites (Cortese) list as a <br />planning document for use by the State and local agencies to comply with the CEQA requirements in <br />providing information about the location of hazardous materials release sites. This list includes the <br />Site Mitigation and Brownfields Reuse Program Database (CalSites). <br />■ DTSC HazNet: The DTSC uses this database to track hazardous waste shipments. <br />■ SWRCB LUSTIS: This stands for the Leaking Underground Storage Tank Information System and the <br />SWRCB maintains an inventory of USTs and leaking USTs, which tracks unauthorized releases. <br />The required lists of hazardous material release sites are commonly referred to as the "Cortese List" after <br />the legislator who authorized the legislation. Because the statute was enacted more than 20 years ago, <br />some of the provisions refer to agency activities that were conducted many years ago and are no longer <br />being implemented and, in some cases, the information required in the Cortese List does not exist. Those <br />requesting a copy of the Cortese Lists are now referred directly to the appropriate information resources <br />contained on internet websites hosted by the boards or departments referenced in the statute, including <br />DTSC's online EnviroStors database and the SWRCB's online GeoTracker database.' These two databases <br />include hazardous material release sites, along with other categories of sites or facilities specific to each <br />agency's jurisdiction. <br />A search of the online databases on July 16, 2014, revealed one listing within the Project site. The San <br />Leandro Marine Center at 80 San Leandro Marina was listed as a Cleanup Program Site as a result of a <br />release of waste oil (i.e., mix of motor, hydraulic, and lubricating oils) potentially affecting soil. The <br />cleanup status of this site is "Completed -Case Closed," as of October 27, 1995. In addition, the GeoTracker <br />database identified one Undergrought Storage Tank (UST) permitted (Facility ID 01-007-000040) within <br />the Project site located at 40 San Leandro Marina. <br />In addition, there are four major groundwater plumes in San Leandro that are undergoing site character- <br />ization and/or remediation.' These are known as the 1964 Williams Street plume, the Caterpillar plume, <br />the distant warm area (DWA) plume, and the Hester Street plume. The DWA plume is approximately 0.4 <br />miles east of the Project site, as discussed in Chapter 4.8, Hydrology and Water Quality. <br />Existing or Proposed Schools <br />There are no existing or proposed schools within %-mile of the Project site.
