Monitoring shall be <br />conducted by the qualified wetland specialist for a minimum of <br />five years and continue until the success criteria are met. <br />Permanent monitoring transects shall be established as part of <br />the program and vegetation data collected in the spring and <br />summer months when plant identification is possible. Photo <br />stations shall be established along each monitoring transect, and <br />photographs taken every year during the required monitoring <br />period. <br />■ Annual monitoring reports shall be prepared by the qualified <br />wetland specialist and submitted to resource agency <br />representatives and the City's Planning Services and Building and <br />Safety Services Divisions by December 31 of each monitoring year <br />for a minimum of five years or longer, until the defined success <br />criteria are met. The annual report shall summarize the results of <br />the monitoring effort, performance standards, and any required <br />contingency measures, and shall include photographs of the <br />monitoring transects and program success. Maps shall be <br />included in the monitoring report to show the location of <br />monitoring transects and photo stations. <br />BIO -4.
