Unclassified <br />Appendix C: <br />The FBI identified 11 incident location categories, seeking to identify the primary location <br />where the public was most at risk during an incident. For example, in 9 incidents, casualties <br />occurred inside a private residence before a shooter moved to a more public area. In those <br />incidents, the public area was identified as the primary location. In addition, some special- <br />ized business locations (i.e., malls and health care facilities) were separately identified. <br />Malls—Types of businesses typically consisting of more than one anchor store and many <br />smaller businesses under a single roof, though they may include some open spaces. Strip <br />malls, which typically provide no indoor open spaces and are often arranged in a single row, <br />are included in the business category. <br />Businesses Open to Pedestrian TrafficPrivateproperties with the primary function of <br />making, buying, or selling goods or providing services in exchange for money where pedes- <br />trian traffic is anticipated on a daily basis. Examples include restaurants, bars, law firms, <br />theaters, grocery stores, private civic organization spaces, and event venues. This category <br />does not include locations otherwise defined more exclusively in another category, such as <br />malls or health care facilities, and institutions of higher education. <br />Businesses Closed to Pedestrian Traffic—Private properties primarily functioning in <br />commerce without daily pedestrian traffic. Examples include manufacturing centers, <br />packaging and distribution facilities and factories, warehouses, assembly plants, and <br />commercial vehicle maintenance, storage, and repair facilities. <br />SchoolsPublic and private properties used for educating students from pre -kindergarten <br />to 12th grade, as well as school administrative functions such as board and staff meetings. <br />Institutions of Higher Education—Public or private properties used for post -high <br />school studies. <br />Other (Non -Military) Government Properties—Public properties owned by local, state, <br />federal, or tribal governmental entities. Examples include courthouses, administrative <br />buildings, and town halls. This category does not include locations otherwise defined more <br />exclusively in another category such as military property or schools. <br />Open SpacesPublic or private properties openly accessible to the public. Incidents are <br />categorized as occurring in open space if they take place primarily in an open air location <br />rather than beginning or ending inside a building. Examples include incidents where <br />the shooter is inside a moving car and incidents where the shooter acts while walking or <br />running through public streets, open parking lots, or parks. <br />Military Properties—Public properties owned by the U.S. government and primarily <br />reserved for the use of the U.S. military. Examples include military bases, airfields, sea <br />ports, and training ranges. <br />Unclassified 46 <br />
