City of San Leandro <br />Meeting Date: February 17, 2015 <br />Staff Report <br />File Number: 15-053 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 81. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Sandra Spagnoli <br />Chief of Police <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for a Resolution Offering a $25,000 Reward for the Identification <br />Leading to the Criminal Charging of the Individual(s) Involved in the Homicide <br />of a San Leandro Resident on December 14, 2014 at 444 Kenilworth Ave and <br />Approving an Appropriation of General Fund Economic Uncertainty Reserves <br />to Fund the $25,000 Reward <br />RECOMMENDATIONS <br />Staff recommends that the City Council approve the resolution authorizing a reward of <br />$25,000 for information leading to the identification and criminal charging of individual(s) <br />involved in the homicide on December 14, 2014 at 444 Kenilworth Ave and that the City <br />Council approve the appropriation of General Fund economic uncertainty reserves to fund the <br />$25,000 reward. <br />BACKGROUND <br />Analysis <br />On December 14, 2014, 21 year-old Joel Ramirez of San Leandro returned to his residence at <br />444 Kenilworth Ave. He was shot and killed while seated in his vehicle, which was parked in <br />the driveway of the residence. Rewards providing information leading to the identification and <br />arrest of persons responsible for violent crimes have been offered in the past and have <br />proven successful. This senseless act of violence that killed a San Leandro resident cannot <br />be tolerated in our City. In order to assist the San Leandro Police Department in the <br />successful resolution of this case, staff recommends a reward of $25,000 for information <br />leading to the identification and criminal charging of the individual(s) who committed this <br />violent crime. <br />Fiscal Impacts <br />The proposed reward of $25,000 will be funded through the current Fiscal Year 2014-15 <br />budget appropriation approval from City Council in account 010-14-015-5890. <br />City of San Leandro Page 1 Printed on 2/11/2015 <br />
