Just such an act was perpetrated in the early morning of December <br />14, 2014 when a 21 year-old San Leandro resident was killed while seated in his car in the <br />driveway of his residence at 444 Kenilworth Avenue; and <br />WHEREAS, a City is authorized by Government Code section 53069.5 to offer and pay <br />a reward for information leading to the determination of the identity of, and the apprehension <br />of, any person whose willful misconduct results in injury or death to any person or who willfully <br />damages or destroys any property. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />1. The City Council of the City of San Leandro and the City of San Leandro hereby <br />offer to pay a reward in the amount of $25,000 to any person(s) who provides information <br />leading to the determination of the identity of, the apprehension of, and the criminal charging <br />of any person(s) whose willful misconduct resulted in the homicide of Joel Ramirez, a San <br />Leandro resident, on December 14, 2014. The reward will be paid upon verification that a <br />factual report was made to law enforcement officials, which leads to the identity and criminal <br />charging of the person(s) responsible for the crime. If more than one person provides factual <br />information to law enforcement officials, which leads to the identity and criminal charging of <br />the person(s) responsible for the crime, the reward will be paid to the person who provides <br />information to law enforcement officials first, as determined in official documents of the <br />homicide investigation.
