City of City of San Leandro 2015 State Legislative Platform and Policy Guidelines Page 2 of 5 <br /> <br />needed, while at the same time allowing local agencies to determine how best to address <br />this policy issue at the local level. <br /> Utility user taxes. Support legislation or regulations that would provide cities with the <br />flexibility and authority to collect or increase Utility User Taxes (UUTs). Oppose any <br />proposals that seek to limit or restrict the use of UUTs. <br /> Sugar-sweetened beverages. Monitor legislative efforts that may impact the sugary <br />beverage industry, including requirements for additional information or regulations. <br /> Traffic signal synchronization. Support legislation or regulatory efforts to address <br />greenhouse gases (GHG) by providing for opportunities to fund traffic signal <br />synchronization and other related actions. This 2014 legislative session marked a new <br />focus on changing state law to allow for greater flexibility of certain funds, especially to help <br />address GHG reductions. Support legislation and budget proposals that will provide funding <br />opportunities for traffic synchronization efforts that serve to reduce traffic and pollution. <br /> CEQA reform. Support legislation that would reform the California Environmental Quality <br />Act (CEQA) review process, while ensuring sufficient environmental protections remain in <br />place. Support efforts that would lead to a reduction in time delays or excessive lawsuits. <br />Support efforts that would allow local agencies to set criteria for traffic impact levels-of- <br />service based upon locally adopted General Plans and/or other local requirements. <br /> Creek Walk, East Bay Greenway, and other similar projects. Support legislation, <br />regulations, and budget proposals that would provide funding opportunities or other support <br />for the development of greenway projects, bicycle and pedestrian projects, and other <br />modes of active transportation. <br /> Water quality measures/trash capture devices. Support legislation, regulations, and <br />budget proposals that provide support and resources to address storm water runoff, <br />including but not limited to additional funding for the installation of trash capture devices. <br /> Climate change, Clean/Renewable energy, and Electric vehicle infrastructure. <br />Support efforts to incentivize, promote, or secure additional funding for projects or programs <br />designed to reduce greenhouse gas emissions and/or address sea-level rise. These efforts <br />could include: clean energy, energy efficiency improvements, Community Choice <br />Aggregation (CCA), and electric vehicle infrastructure. <br /> Cap-and-Trade funding. Support legislation, funding guidelines, and/or other regulations <br />for the successful disbursement of funding from the State’s Cap-and-Trade program for <br />various City programs and efforts. The State Budget for FY 2014-15 included the first real <br />appropriations from Cap-and-Trade auction revenues and the associated funding programs <br />will begin to roll out in early 2015. Illegal dumping & Graffiti abatement. Support <br />legislative efforts that provide for greater penalties or incentives to reduce the amount of <br />illegal dumping and graffiti. Support funding opportunities that may be available to mitigate <br />these issues. <br /> Recycling programs. Support legislation to extend incentives for both household and <br />commercial recycling efforts. Oppose any legislation that hampers recycling efforts or <br />reduces incentives to recycle. Support funding opportunities made possible by the state’s <br />bottle bill program. <br /> Parks funding. The Pro Tem elect authored a bill that would establish a 2016 park bond <br />bill, which will be reintroduced in the 2015 legislative session. Support this legislation and <br />ensure it meets the needs of the City, as well as efforts to build a coalition to secure its <br />passage into law. Support efforts to secure funding made possible by the California Cultural <br />Historic Endowment (CCHE), draft guidelines for which are anticipated to be released for <br />public comment in early 2015.
