Support legislation or regulations that would provide cities with the flexibility and authority to collect or increase Utility User Taxes (UUTs). Oppose any proposals that seek to limit or restrict the use of UUTs.  Sugar-sweetened beverages. Monitor legislative efforts that may impact the sugary beverage industry, including requirements for additional information or regulations.  Traffic signal synchronization. Support legislation or regulatory efforts to address greenhouse gases (GHG) by providing for opportunities to fund traffic signal synchronization and other related actions. This 2014 legislative session marked a new focus on changing state law to allow for greater flexibility of certain funds, especially to help address GHG reductions. Support legislation and budget proposals that will provide funding opportunities for traffic synchronization efforts that serve to reduce traffic and pollution.  CEQA reform. Support legislation that would reform the California Environmental Quality Act (CEQA) review process, while ensuring sufficient environmental protections remain in place. Support efforts that would lead to a reduction in time delays or excessive lawsuits. Support efforts that would allow local agencies to set criteria for traffic impact levels-of- service based upon locally adopted General Plans and/or other local requirements.  Creek Walk, East Bay Greenway, and other similar projects. Support legislation, regulations, and budget proposals that would provide funding opportunities or other support for the development of greenway projects, bicycle and pedestrian projects, and other modes of active transportation.  Water quality measures/trash capture devices. Support legislation, regulations, and budget proposals that provide support and resources to address storm water runoff, including but not limited to additional funding for the installation of trash capture devices.  Climate change, Clean/Renewable energy, and Electric vehicle infrastructure. Support efforts to incentivize, promote, or secure additional funding for projects or programs designed to reduce greenhouse gas emissions and/or address sea-level rise. These efforts could include: clean energy, energy efficiency improvements, Community Choice Aggregation (CCA), and electric vehicle infrastructure.  Cap-and-Trade funding. Support legislation, funding guidelines, and/or other regulations for the successful disbursement of funding from the State’s Cap-and-Trade program for various City programs and efforts. The State Budget for FY 2014-15 included the first real appropriations from Cap-and-Trade auction revenues and the associated funding programs will begin to roll out in early 2015. Illegal dumping & Graffiti abatement. Support legislative efforts that provide for greater penalties or incentives to reduce the amount of illegal dumping and graffiti. Support funding opportunities that may be available to mitigate these issues.  Recycling programs. Support legislation to extend incentives for both household and commercial recycling efforts. Oppose any legislation that hampers recycling efforts or reduces incentives to recycle. Support funding opportunities made possible by the state’s bottle bill program.  Parks funding. The Pro Tem elect authored a bill that would establish a 2016 park bond bill, which will be reintroduced in the 2015 legislative session. Support this legislation and ensure it meets the needs of the City, as well as efforts to build a coalition to secure its passage into law. Support efforts to secure funding made possible by the California Cultural Historic Endowment (CCHE), draft guidelines for which are anticipated to be released for public comment in early 2015.
