i • <br /> • Residential rates will increase 7.5% for the first rate adjustment on July 1, 2000 and can be <br /> increased thereafter by CPI with a cap of 5%. <br /> • Commercial/Industrial Bin Service rates increase at CPI plus 5.5% annually until July 1, 2005 <br /> and can be increased thereafter by CPI with a cap of 5%. This will bring existing City <br /> customers and existing San Leandro Disposal customers in line with each other. <br /> • Rate increases will occur in Multi-Family/Mobile Home Bin rates for two years at which time <br /> the rates will be held at 12%below the Industrial bin rate. <br /> • Benchmarking of the rates with surrounding jurisdictions will be performed every five years. If, <br /> after the benchmarking, ACI's then current rates are greater than or below 5% of the median of <br /> surrounding jurisdictions, the rates will be adjusted downward to be at or within 5% of the <br /> median and may be adjusted upward to be at 5%below the median. <br /> ENHANCED SERVICES <br /> • Residential refuse and recycling customers in the City's service area will receive wheeled carts <br /> for refuse, wheeled single stream recycling carts, and will be offered unlimited wheeled green <br /> waste containers. <br /> • Automated residential refuse and recycling services are tentatively scheduled to begin in October <br /> 2000. <br /> • Refuse service in the City's parks, at City facilities, and for other City trash receptacles will <br /> continue to be provided free of charge except for debris box service, which will be charged 80% <br /> of the debris box rate. <br /> • Annual debris pickups will remain unchanged(1 free pickup per year,by appointment). <br /> • Invoices and billing collection for refuse and recycling services will be performed by ACI, and <br /> such charges will be removed from the property tax statements. <br /> • There will be uniformity of refuse and recycling service delivery in the City's service area. <br /> • Service fees will be maintained at levels comparable to neighboring jurisdictions. <br /> • Customers in the City's service area will be able to realize economies of scale because services <br /> currently delivered by three service providers will be combined and delivered by one service <br /> provider. <br /> CITY REFUSE WORKERS <br /> • City Refuse Workers will be offered employment with ACI. <br /> • City Refuse Workers who do not choose to apply with ACI will be offered a transition plan to <br /> either retire early or move into other positions within the Public Works Department. <br /> PUBLIC OUTREACH <br /> • Staff met with representatives from the Industrial Roundtable and the Chamber of Commerce <br /> Executive Board on January 13, 2000, to present the new services and proposed rate structure. <br /> • Staff met with the Refuse Citizens' Committee on January 27, 2000, at which time the business <br /> deal points and service level enhancements were presented. <br /> 2 <br />
