File Number: 15-155 <br />address local concerns; <br />3.That the rail carriers update their emergency response plans with the City of San <br />Leandro to account for the transport of crude oil, coal, and petroleum coke and the potential <br />emergencies that could occur from accidents when transporting these hazardous materials; <br />4.That the rail carriers conduct environmental monitoring in San Leandro, including, <br />but not limited to, groundwater and air monitoring, and submit environmental monitoring or <br />testing information to local governmental entities on a monthly basis for 10 years; and <br />5.That the rail carriers implement measures to reduce community impacts including, <br />but not limited to, drafting road improvement plans for grading, widening, or otherwise <br />providing crossings at intersections that would be impacted by rail traffic increases to prevent <br />rail accidents and offset congestion; and require the railroad to pay in full for these upgrades <br />in San Leandro. <br />Page 2 City of San Leandro Printed on 3/11/2015
