<br />MA-50 Needs and Market Analysis Discussion <br />Are there areas where households with multiple housing problems are concentrated? <br />(include a definition of "concentration") <br />The most common housing problem for low- to moderate-income households in San Leandro is cost <br />burden with 45.3% of all San Leandro households paying more than 30% of their income on housing in <br />2012, according to the American Community Survey for 2008-2012. “Overpaying” Renters (51.6%) are <br />more heavily impacted “overpaying” homeowners (40.7%). <br /> <br />Are there any areas in the jurisdiction where racial or ethnic minorities or low-income <br />families are concentrated? (include a definition of "concentration") <br />There are several methods recognized by HUD for defining areas of minority concentration. One <br />method defines areas of minority concentration as Census tracts where more than 50 percent of the <br />population is comprised of a single ethnic or racial group. San Leandro is one of the most diverse cities <br />in Alameda County with no one ethnic group constituting a majority. Though, San Leandro has one (1) <br />census tract (4334) with Asian Non-Hispanic concentration. <br /> <br />The Community Development Block Grant (CDBG) program defines a low income concentration as any <br />block group where more than 50% of residents earn 80% of MFI or less. Under this definition, there are <br />twenty-two (22) low income block groups in San Leandro compared to 126 in the Alameda County <br />Consortium cities as whole. <br /> <br />There appears to be an overlap among low income concentration and minority concentration in block <br />groups 1 and 6 in census tract 4334. <br /> <br />What are the characteristics of the market in these areas/neighborhoods? <br />The market characteristics in these neighborhoods are in many ways similar to the market <br />characteristics of the City as a whole.
