City of San Leandro <br />Meeting Date: April 20, 2015 <br />Staff Report <br />Agenda Section:File Number:15-170 CONSENT CALENDAR <br />Agenda Number:8.C. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Acting Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution of Project Compliance for Regional Measure 2 <br />(RM 2) Implementing Agency for the Downtown San Leandro BART <br />Pedestrian and Bicycle Access Project <br />SUMMARY AND RECOMMENDATIONS <br />This action will confirm the City’s commitment to completing the project under the grant terms, <br />approve a project status report, and request construction funds from the granting agency. <br />Staff recommends approval of a resolution confirming compliance with grant terms, certifying <br />a project report, and requesting allocation of construction funds. <br />BACKGROUND <br />This project will improve safety for pedestrians along West Juana Avenue, a street that <br />connects BART to Downtown San Leandro, and security for bicycles at the San Leandro <br />BART station. This project is listed as a high priority in the San Leandro Bicycle and <br />Pedestrian Master Plan and is consistent with the City’s Transit Oriented Development <br />Strategy. <br />This project will improve the pedestrian environment on West Juana Avenue between San <br />Leandro Boulevard and Hays Street by installing high visibility decorative crosswalks and <br />sidewalk bulb outs at all crossings and by adding pedestrian level lighting. This project will <br />also improve bicycle facilities at the San Leandro BART station by installing new electronic <br />bike lockers. <br />The City will contract for construction of the majority of this project via a competitive bid; <br />improvements adjacent to the Marea Alta project (between San Leandro Boulevard and <br />Carpentier Street), which is currently in construction, will be built by the developer. The <br />electronic bicycle lockers will be supplied and installed by BART’s vendor under a contract <br />with the City.
