Regional Measure 2 – INITIAL PROJECT REPORT <br /> <br /> <br /> <br /> - 2 - <br />I. OVERALL PROJECT INFORMATION <br /> <br />A. Project Sponsor / Co-sponsor(s) / Implementing Agency <br />Project Sponsor: City of San Leandro <br />Co-Sponsor: San Francisco Bay Area Rapid Transit District (BART) <br />Implementing Agency: City of San Leandro <br /> <br />B. Project Purpose <br />This project improves pedestrian acces and increases bicycle parking at the San Leandro BART <br />station. The project provides increased safety and comfort for pedestrians by installing bulbouts on <br />West Juana Avenue, a street heavily used to travel to and from the BART station. The <br />improvements will enhance the pedestrian experience and usability for those that have difficulty <br />crossing busy city streets. New electronic bicycle lockers will be installed at the BART station to <br />increase the amount of secure bicycle parking facilities. <br /> <br />C. Project Description (please provide details) <br /> Project Graphics to be sent electronically with This Application <br /> <br />The project builds from the City of San Leandro’s Transit Oriented Development Strategy to improve <br />connections between the downtown San Leandro BART Station and the community. The project <br />improves the southern east to west pedestrian connection running along West Juana Avenue for <br />approximately 1,100 feet. Sidewalk bulbouts and enhanced crosswalk treatment will be added along <br />West Juana at the intersection of Carpentier, Clarke, and Hays Street. Sidewalk on one side of West <br />Juana Avenue between San Leandro Boulevard and Carpentier Street will be widened to provide for <br />comfortable pedestrian travel. Pedestrian level lighting will be extended from the downtown along West <br />Juana Avenue towards the BART station. <br /> <br />D. Impediments to Project Completion <br />None <br /> <br />E. Operability <br /> The City will operate and maintain improvements along West Juana Avenue. BART will operate and <br />maintain improvements made at the San Leandro BART station. <br /> <br /> <br />II. PROJECT PHASE DESCRIPTION and STATUS <br /> <br />F. Environmental – Does NEPA Apply: Yes No <br />This project is categorically exempt from CEQA per section 15301 – minor alteration to existing facilities. <br />The City of San Leandro has filed a notice of exemption with the Alameda County recorder. <br /> <br />G. Design – <br />The design of this project will be complete 3/31/2014. <br /> <br />H. Right-of-Way Activities / Acquisition – <br />The City has requested two rights of entry for construction of sidewalk up to the property line. The <br />agreements are expected to be executed before the construction contract is awarded; however, the <br />agreements are merely a convenience as the work can be built without these agreements. <br /> <br />I. Construction / Vehicle Acquisition - <br />Construction is expected to commence in late summer 2015
