City of San Leandro <br />Meeting Date: April 20, 2015 <br />Staff Report <br />Agenda Section:File Number:15-209 CONSENT CALENDAR <br />Agenda Number:8.F. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Breyana Riggsbee <br />Acting Recreation and Human Services Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for Motion Accepting the Funding Recommendations as <br />Formulated by the Human Services Commission for the Community <br />Assistance Program (CAP) Grant FY 2015-17 Contingent on City Council <br />Approval and Adoption of the 2015-16 and 2016-17 Proposed Biennial Budget <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends a motion accepting the recommendations made by the Human Services <br />Commission to allocate the funds available for the FY2015-17 CAP grant cycle contingent on <br />City Council approval and adoption of the 2015-16 and 2016-17 proposed biennial budget. <br />BACKGROUND <br />On April 3, 2013, the City Council hosted a Work Session regarding Current and Future <br />Challenges facing Social Services in San Leandro. The discussion included input from <br />several social service agencies located within and/or serving San Leandro which led to the <br />implementation of the Community Investment Funding which allocates an additional $150,000 <br />from the general fund annually to the CAP grant program. <br />On December 1, 2014 the application for the 2015-17 CAP grant program was released to the <br />public. The CAP Grant funding is comprised of the designated CDBG funds and the <br />community investment funding with a combined total of $254,245 annually for the next two <br />fiscal years. <br />On February 18, 2015 the Human Services Commission formulated funding <br />recommendations for the CAP for FY2015-16 and FY2016-17 from the 14 applications <br />submitted.
