City of San Leandro <br />Meeting Date: April 20, 2015 <br />Resolution - Council <br />Agenda Section:File Number:15-214 ACTION ITEMS <br />Agenda Number: <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:RESOLUTION Authorizing the City Manager to Expend Funds for Economic <br />Development and Arts Initiatives and to Appropriate $250,000 from General <br />Fund Reserves and Transfer the Funds to the Following Accounts: $20,000 <br />for the General Plan Economic Development Element to 010-41-001 <br />(Community Development, Planning); $100,000 for Implementation of the <br />Community Workforce Agreement to 010-14-012 (City Manager’s Contingency <br />Fund); $50,000 for an Arts Master Plan to 010-61-013 (Recreation & Human <br />Services, Community Promotion); $60,000 for Utility Box Art Wraps and <br />Decorative Street Banners to 010-41-003 (Community Development, Business <br />Development); and, $20,000 for LINKS Enhanced Service Start Up Costs to <br />170-36-127 (LINKS) <br />WHEREAS, a standalone Economic Development Element of the General Plan will <br />enhance the General Plan Update currently underway at a cost of $20,000; and <br />WHEREAS, the City Council directed staff to proceed with the negotiation of a <br />Community Workforce Agreement; $100,000 in funding is needed for outreach and <br />implementation of a Community Workforce Agreement; and <br />WHEREAS, the City of San Leandro Arts Commission would benefit from an Arts <br />Master Plan in order to create a framework for the commission’s activities; the projected cost <br />of a plan is $50,000; and <br />WHEREAS, the pilot Utility Box Art Wrap program installed art wraps at seven strategic <br />locations in the City to add creativity and color to the community; $25,000 in funding for an <br />additional 7 - 10 locations would continue the City’s beautification efforts and encourage <br />private investment; and <br />WHEREAS, new banners for the City of San Leandro’s Decorative Street Banner <br />program have not been developed since 2003 and the banners on East 14th Street and Davis <br />Street are faded and torn; the cost to design, print and install new banners on these streets is <br />Page 1 City of San Leandro Printed on 4/14/2015
