File Number: 15-199 <br />Analysis <br />There are currently 40 BikeLink lockers made by eLock Technologies at the San Leandro <br />BART station. BART mandates that new lockers must be completely compatible from both a <br />user (same smart card, same pricing, same customer service, etc.) and maintenance <br />perspective, especially since BART will maintain the lockers for 10+ years. Therefore, to meet <br />the sourcing requirements the BART approved vendor, eLock Technologies, LLC will be used <br />to provide lockers that are compatible with the BikeLink card. This contract will provide for 28 <br />electronic bicycle lockers, including delivery, installation, limited warranty, and BikeLink <br />Software services. <br />Previous Actions <br />• On September 15, 2014 by Resolution No. 2014-100, the City Council authorized the City <br />Manager's Execution of a Grant Funding Agreement for Transportation Fund for Clean Air <br />(TFCA) funding and the City's commitment to install bicycle lockers at the San Leandro <br />BART station. <br />• On June 30, 2013 by Resolution No. 2013-087, the City Council authorized the City <br />Manager's Execution of a Grant Funding Agreement for Funding and Committing <br />Necessary Matching Funds and Stating the Assurance to Complete the West Juana <br />Pedestrian Improvements Project <br />Applicable General Plan Policies <br />Policy 14.02 - Funding: Aggressively pursue state and federal funding for bicycle and <br />pedestrian improvements, while also including funding for bicycle and pedestrian <br />improvements in the City's Capital Improvement Program. <br />Policy 14.05: - Access to Transit: Promote improvements that encourage walking, cycling, <br />and other forms of non -motorized transportation to and from transit facilities such as BART <br />stations and AC Transit bus lines. <br />Fiscal Impacts <br />The West Juana Pedestrian Improvement project will cost $866,000. The subject Agreement <br />is to purchase equipment for $91,697.73. <br />The West Juana Pedestrian Improvement project is funded from the following accounts: <br />• $50,000 Measure B Bicycle and Pedestrian 2010-11 funds in account 144-36-294 <br />• $346,000 Measure B Grant 2013-14 funds in account 144-39-023 <br />$400,000 Regional Measure 2 Grant 2013-14 funds in account 150-36-294 <br />• $70,000 TFCA Grant 2014-15 funds in account 150-38-368 <br />Budget Authority <br />The subject purchase agreement in the amount of $91,698 will be funded with TFCA grant <br />funds ($69,156) and Measure B Grant funds ($22,542). <br />City of San Leandro Page 2 Printed on 511212015 <br />
