EXHIBIT A <br />SCOPE OF SERVICES & COSTS <br />First Phase: Background Analysis <br />Deliverables <br />Time Frame <br />Task 1.1 Project Initiation Meeting. Hold initial meeting with Raimi + Associates (R+A); Kittelson and <br />Kick-off Meeting <br />June 2015 <br />Associates (KAI); Strategic Economics (SE); Van Meter, Williams and Pollack (VWMP); Rincon; Wood <br />coordination, Meeting <br />Rodgers and City staff to review and refine scope, budget, and project schedule, and to confirm project goals. <br />Materials <br />Task 1.2 Data Collection and Base Maps. R+A will provide a data request to the City and obtain GIS <br />Data Request <br />July 2015 <br />information, reports, and other data, and collect and organize project data. The City will be responsible for <br />providing all data and information, and the R+A team will assume that the information is accurate and up -to- <br />Base Maps <br />date. R+A will also create initial base maps of the area for use in the PDA profile and subsequent outreach <br />and deliverables. <br />Task 1.3 PDA Profile. Raimi + Associates, in coordination with City staff and based on information collected <br />PDA Profile Report <br />August 2015 <br />in the previous task, will prepare a Priority Development Area (PDA) Profile report. The report will define the <br />demographic and socio-economic characteristics of the planning area, physical aspects of the planning area, <br />performance aspects related to health and sustainability, as well as any known issues on physical constraints <br />that will need to be considered or addressed during the planning process. The analysis will build off data <br />prior planning studies in the PDA and surrounding areas, including the City's ongoing General Plan update, <br />BART Station Access planning, the County Health Department studies, and various planning efforts on East <br />14`h Street and the Ashland Cherryland and Eden areas. <br />The PDA Profile will include a summary of demographics, including: population, age, ethnicity, language, <br />place of birth and residence, disability, health conditions and disparities households, employment (number of <br />jobs by wage/salary and occupation), income and poverty status, household tenure and costs, place of work, <br />travel mode to work, vehicle availability, project housing need at various income levels (per regional housing <br />needs allocation or RHNA) and travel time to work. <br />The PDA Profile report will also include an inventory of the physical context, including: existing land uses, <br />urban form, station area assets and structure, social services, jobs, neighborhood amenities/retail, activity <br />nodes, public facilities (including parks, schools/ playgrounds), health conditions, sustainability performance, <br />and housing opportunity sites (as identified in the Housing Element Update). <br />RAIMI + ASSOCIATES: BAY FAIR BART TRANSIT VILLAGE TOD SPECIFIC PLAN MAY 18, 2015 1 PAGE A-1 <br />
