File Number: 15-253 <br />Analysis <br />A total of 3 bids were received on April 20, 2015 ranging from $762,800.00 to $845,665.00. <br />McGuire and Hester submitted the lowest responsive Base Bid at $762,800.00. The <br />engineer's estimate for construction was $548,113.00. Therefore, after award, the City will <br />reduce the construction cost by $102,950.00 by deleting new street lights from the work <br />reducing the construction cost to $659,850.00 to bring the project within budget. <br />Previous Actions <br />• On September 14, 2014 by Resolution No. 2014-100, the City Council authorized the City <br />Manager's Execution of a Grant Funding Agreement for Transportation Fund for Clean Air <br />(TFCA) funding and the City's commitment to install bicycle lockers at the San Leandro <br />BART station. <br />• On October 7, 2013 by Resolution No. 2013-131, the City Council made a commitment to <br />the grant terms, approved a project status report, and requested Regional Measure 2 <br />(RM2) grant funds for the design phase of this project. <br />• On June 17, 2013 by Resolution No. 2013-087, the City Council authorized the City <br />Manager's Execution of a Grant Funding Agreement for Measure B Funding, Committing <br />the City to Spend the Necessary Matching Funds and Providing City Assurance to <br />Complete the West Juana Pedestrian Improvements Project. <br />• On April 20, 2015 by Resolution No. 2015-171, the City Council requested RM2 grant <br />funds for the construction phase of this project. <br />Applicable General Plan Policies <br />This action is consistent with Transportation Goal No. 14 of the General Plan and Action Item <br />14.07: Pedestrian Environment. <br />Environmental Review <br />This project was deemed categorically exempt from CEQA per Section 15301(c) - Existing <br />Facilities. A Notice of Exemption was filed with the County Recorder on August 21, 2014. <br />Summary of Public Outreach Efforts <br />This project was advertised on March 20, 2015 in the Daily Review as well as in three other <br />newspapers whose circulation reflects the diversity of San Leandro.
