• <br /> Development Strategy will be used as a baseline for drafting text describing <br /> initiatives such as Lit San Leandro, Downtown improvements, and the city's tech <br /> and innovation sector marketing efforts. <br /> The Element will cover the major findings of the earlier analysis of the City's <br /> employment mix, commute patterns,jobs housing balance, etc., and will <br /> articulate the City's vision for future economic development. It will address the <br /> retail, office, and industrial markets, and issues such as international trade, <br /> innovation,visitor services, and marketing and branding. Supplemental material <br /> to inform the narrative may be collected through one-on-one meetings with City <br /> staff and a review of other plans and program documents (such as the Next <br /> Generation Study). The intent of the narrative text is to provide the context for <br /> the policies that follow. Maps,tables, and charts may be used to illustrate key <br /> points and present important data. <br /> Task 6.2.1(e): Draft Economic Development Goals, Policies and Actions <br /> The team will draft the City's economic development goals, policies, and actions. <br /> It is expected that this will build on the findings of the Strategic Economics work, <br /> the City's Economic Development Strategy(working from the "bottom up"to <br /> translate strategies into policies), and other economic policy documents. <br /> Policies will also reflect best practices in economic development planning, and <br /> input from the community, business advocacy groups, and others who have <br /> participated in the General Plan Update Process. <br /> It is expected that the goals and policies will emphasize the creation of diverse <br /> employment opportunities and an expanded base. The Element will include <br /> policies and strategies for major economic sectors, including retail, <br /> manufacturing, and technology. Policies for business growth, attraction and <br /> retention will be articulated. Policies will explore ways to achieve a jobs-housing <br /> balance and to provide a better"match" between jobs and housing so that a <br /> larger share of those who work in San Leandro can also live in San Leandro (and <br /> vice versa). Policies may further address workforce development and job <br /> training. <br /> Strategic Economics will provide peer review on the draft Element and offer <br /> suggested revisions and additional policies or actions as appropriate. <br /> Amendment No. 1 to CSA between City of San Leandro and Planning Center I DC&E Page 3 <br />
