City of San Leandro <br />Meeting Date: June 15, 2015 <br />aAt� Staff Report <br />File Number: 15-302 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.H. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for a Resolution to Award a Construction Contract to Columbia <br />Electric, Inc. of San Leandro for the Washington Avenue at Monterey <br />Boulevard/Bradrick Drive Traffic Signal Modification, Project Number <br />11-150-28-190 <br />���1Jil��i/_1:�'/_V 1�7:7Xd�]��ild�l�►1�7_��[�7��� <br />This contract provides for the replacement of signal equipment, installation of a vehicle <br />detection system, accessible pedestrian signals and modifications to related signage and <br />pavement markings at the intersection of Monterey Boulevard and Bradrick Drive. <br />Staff recommends award of a construction contract to the low bidder, Columbia Electric, Inc. <br />in the amount of $269,441 for the subject work. <br />BACKGROUND <br />The Washington Avenue and Monterey Boulevard/Bradrick Drive intersection has had one of <br />the highest collision rates in the City for years despite numerous changes including prohibiting <br />north bound left turns, revised signage and pavement markings, and adjustments to signal <br />timing. This project will install a new signal with additional signal heads positioned over the <br />travel lanes on mast arms and with protected left turn phases for northbound and southbound <br />Washington Avenue. The new signal is expected to dramatically reduce the collision rate at <br />this intersection. In preparation for this project, left turn restrictions at this intersection were <br />removed from the San Leandro Traffic Code in 2012. This project is partially funded by a <br />grant from the 2010/11 cycle of the Highway Safety Improvement Program. <br />Analysis <br />A total of four bids were received on May 14, 2015 ranging from $269,441 to $503,900. <br />Columbia Electric, Inc. submitted the lowest responsive bid at $269,441.
