This rehabilitation method costs significantly less than traditional <br />road reconstruction methods due to reduced raw materials and hauling cost. <br />The bid documents include an Additive Bid Item "A" for raising and lowering of East Bay <br />Municipal Utility District (EBMUD) water valve access lids that are in conflict with the proposed <br />paving. This work was separated from the base bid so that it could be removed from the <br />contract in the event that EBMUD decides to complete this work with its own personnel. <br />Analysis <br />Bids were opened on May 21, 2015. One bid was received and determined to be responsive. <br />The Engineer's pre bid estimate for the work was $893,823.00. Gallagher and Burk, Inc.'s low <br />bid is $1,012,665.00. <br />The listed bid prices include base bid plus bid alternate one as follows: <br />Base Bid:. $999,665.00 <br />Additive Bid Item A (EBMUD Valve Adjustment): $13,000.00 <br />Total: $1,012,665.00 <br />Additive Bid Item A for the adjustment of EBMUD water valves will be included as part of the <br />contract and EBMUD will reimburse the City for this work. <br />This project is not subject to the San Leandro Local Business Preference and Participation <br />Ordinance because it is funded by Measure B. The low bidder, Gallagher and Burk, Inc., is <br />not a San Leandro business and is not employing local subcontractors. <br />Applicable General Plan Policies <br />This action is consistent with Streets and Highways Goal No. 16 of the General Plan and <br />Action Item 16.03: Regularly maintain City streets and traffic control devices to ensure that <br />streets operate safely and efficiently. <br />Permits and/or Variances Granted <br />An encroachment permit from the California Department of Transportation will be obtained for <br />work to replace ramps and paving at the southern end of Dabner Street at the intersection of <br />Davis Street (Caltrans Highway 61). <br />Environmental Review <br />This project is categorically exempt from CEQA per Section 15301(c) - Existing Facilities.
