City of San Leandro <br />Meeting Date: June 15, 2015 <br />Resolution - Council <br />Agenda Section:File Number:15-348 ACTION ITEMS <br />Agenda Number: <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Chris Zapata <br />City Manager <br />FINANCE REVIEW:Not Applicable <br />TITLE:RESOLUTION Approving a Community Workforce Agreement with the <br />Alameda County Building and Construction Trades Council and Its Affiliated <br />Local Unions Governing Labor Procedures for City Construction Projects <br />Valued Above $1,000,000.00 <br />WHEREAS, the successful completion of the City's construction projects is of the <br />utmost importance to the City of San Leandro; and <br />WHEREAS, the interests of the general public, the City, the Unions and Contractor(s) <br />would be best served if the construction work proceeded in an orderly manner without <br />disruption because of strikes, sympathy strikes, work stoppages, picketing, lockouts, <br />slowdowns or other interferences with work; and <br />WHEREAS, the Contractor(s) and the Unions desire to mutually establish and <br />stabilize wages, hours and working conditions for the workers employed on construction <br />work for and within the City of San Leandro by the Contractor(s), and further, to encourage <br />close cooperation among the Contractor(s) and the Union(s) so that a satisfactory, <br />continuous and harmonious relationship will exist among the parties to the Agreement; and <br />WHEREAS, the parties agree that one of the primary purposes of the Agreement is to <br />avoid the tensions that might arise on a Project if Union and non-union workers of different <br />employers were to work side by side on a Project, thereby leading to labor disputes that <br />could delay completion of the Project; and <br />WHEREAS, contracts for construction work within the City of San Leandro will be <br />awarded and administered in accordance with the applicable provisions of the Charter of the <br />City of San Leandro, the California Public Contract Code and the California Labor Code, <br />including but not limited to competitive bidding and payment of prevailing wages; and <br />WHEREAS, the City of San Leandro has the absolute right to select the lowest <br />Page 1 City of San Leandro Printed on 6/9/2015
