File Number: 15-365 <br />While the HSC’s CAP recommendations are for a two-year period (FY 2015-2016 and FY <br />2016-2017), funding for FY 2016-2017 is dependent upon the City’s annual entitlement grant <br />from the U.S. Department of Housing & Urban Development (HUD) and the performance of <br />each service provider in FY 2015-2016. To date, these five organizations have continued to <br />meet and exceed their annual objectives and provide needed services vital to the community. <br />Analysis <br />For FY 2015-2016, the five agreements totaling $104,245 require City Council approval. Four <br />of the agreements are part of the CDBG public services budget (see below), while the ECHO <br />Fair Housing Counseling Agreement is funded under the CDBG Administration budget <br />because fair housing is federally mandated. All five projects have been approved by the City <br />Council as part of the FY 2015-2016 Action Plan, which is included in the FY 2015-2019 <br />Consolidated Plan. <br />Public Services: <br />CALICO - Child Abuse Intervention Project - $19,400 <br />·Provides family support services for children who have suffered abuse. <br />Davis Street Family Resource Center - Basic Needs Program - $34,500 <br />·Provides food, clothing, childcare, job readiness training, medical and mental health <br />clinics, and social services to low-income people. <br />SOS/Meals on Wheels - Meal Delivery to Homebound Seniors - $25,700 <br />·Provides support services to low income seniors. <br />Spectrum Community Services - Senior Nutrition Program - $14,645 <br />·Provides seniors with hot, nutritious meals in supportive settings. <br />ECHO Housing - Fair Housing Counseling - $10,000 <br />·Provides fair housing services. <br />Current Agency Policies <br />Current Council policy is defined by the FY 2015-2019 Consolidated Plan, adopted by <br />Resolution No. 2015-080 on April 20, 2015. <br />Previous Actions <br />On April 20, 2015, the City Council approved the FY 2015-2019 Consolidated Plan that <br />includes the FY 2015-2016 Action Plan; the Action Plan contains these five programs/projects <br />described above. <br />Environmental Review <br />National Environmental Protection Act (NEPA) environmental reviews of each project are <br />complete. <br />Board/Commission Review and Actions <br />Page 2 City of San Leandro Printed on 6/30/2015
