9 <br /> IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 99 - 85 (1076) <br /> RESOLUTION FINDING AND DETERMINING THAT CHANGES <br /> OR MODIFICATIONS TO THE 1997 UNIFORM PLUMBING CODE <br /> AND THE CALIFORNIA PLUMBING CODE, <br /> 1998 EDITION, PERTAINING TO THE DELETION OF <br /> ACRYLONITRILE-BUTADIENE-STYRENE AND POLY-VINYL <br /> CHLORIDE FROM USE FOR DRAIN WASTE AND VENT <br /> SYSTEMS,ARE REASONABLY NECESSARY BECAUSE OF <br /> LOCAL CONDITIONS <br /> Pursuant to Section 130 of the Charter of the City of San Leandro, this. <br /> Council proposes to adopt by reference, the Uniform Plumbing Code, 1997 Edition, <br /> (UPC) published by the International Association of Plumbing and Mechanical <br /> Officials as amended by the State of California in that document entitled "The <br /> California Building Standards Code." <br /> In connection with said adoption the Council desires to make changes or <br /> modifications. <br /> Section 17958.7 of the California Health and Safety Code requires the <br /> governing body of a city, before making any changes or modifications to the UPC to <br /> make an express finding that such changes or modifications are reasonably necessary <br /> because of local climatic, geological or topographical conditions. <br /> NOW, THEREFORE, the Council of the City of San Leandro does RESOLVE <br /> 1 <br />
