TABLE 1-1 SUMMARY OF IMPACTS AND MITIGATION MEASURES <br />Significance Significance <br />Before With <br />Significant Impact Mitigation Mitigation Measures Mitigation <br />specified in the FEMA NFIP requirements and the City's Municipal <br />Code shall be implemented to minimize the risk of flood damage. <br />■ A registered engineer or architect shall develop or review the <br />structural design and plans for construction and certify that the <br />design and methods of construction are in accordance with <br />Federal, State, County, and City standards. <br />■ Prior to the issuance of building permits, a Letter of Map Revision <br />(LOMR) and elevation certificate shall be submitted to the City's <br />Chief Building Official. The bottom of the lowest horizontal <br />structural member of the lowest floor shall be at or above the <br />BFE, with a recommendation that the structures be one to three <br />feet above the BFE. Also, any structure below the BFE in the VE <br />zone shall be less than 299 square feet and shall only be used for <br />storage parking, or access (SPA). <br />■ Prior to the issuance of building permits, a Letter of Map Revision <br />(LOMR) and elevation certificate shall be submitted to the City's <br />Chief Building Official. If any portion <br />of the Project site is determined to be within the 100 -year <br />floodplain, then the mitigation measures listed above shall be <br />applicable. <br />■ Prior to issuance of a tentative map, a sea level rise risk <br />assessment shall be prepared and submitted to the City for areas <br />of the Project that are subject to sea level rise..
