TABLE 1-1 SUMMARY OF IMPACTS AND MITIGATION MEASURES <br />Significant Impact <br />Significance <br />Before <br />Mitigation Mitigation Measures <br />Significance <br />With <br />Mitigation <br />Wildlife. <br /> Orange construction fencing, flagging, or other marking system <br />shall be installed to delineate the buffer zone around the nest <br />location(s) within which no construction-related equipment or <br />operations shall be permitted. Continued use of existing facilities <br />such as surface parking and site maintenance may continue <br />within this buffer zone. <br /> No restrictions on grading or construction activities outside the <br />prescribed buffer zone are required once the zone has been <br />identified and delineated in the field and workers have been <br />properly trained to avoid the buffer zone area. <br /> Construction activities shall be restricted from the buffer zone <br />until the Biologist has determined that young birds have fledged <br />and the buffer zone is no longer needed. <br /> A survey report of findings verifying that any young have fledged <br />shall be submitted by the Biologist for review and approval by the <br />City of San Leandro prior to initiation of any tree removal, <br />landscape grubbing, building demolition, and other construction <br />activities within the buffer zone. Following written approval by <br />the City, tree removal, and construction within the nest-buffer <br />zone may proceed. <br />BIO-2. The Project would not have a substantial adverse <br />effect on any riparian habitat or other sensitive natural <br />community identified in local or regional plans, policies, <br />regulations, or by the California Department of Fish and <br />Wildlife or U.S. Fish and Wildlife Service. <br />No Impact N/A N/A <br />BIO-3. Proposed development would result in fills and <br />modifications to jurisdictional waters, which would <br />require appropriate controls, compensatory mitigation, <br />and regulatory authorizations. <br />S BIO-3: Provide Compensatory Mitigation for Wetland Modifications. <br />A compensatory mitigation program shall be developed and <br />implemented to provide adequate mitigation for jurisdictional <br />waters affected by proposed improvements. A jurisdictional wetland <br />delineation shall be prepared by a qualified wetland specialist and <br />submitted for verification by the Army Corps. A Wetland Protection <br />and Replacement Program (WPRP) shall be prepared by the qualified <br />wetland specialist and implemented to provide compensatory <br />mitigation at a minimum 2:1 ratio where wetland habitat is affected, <br />LTS
