Community Benefits <br />Nuisance Mitigation & Prevention <br />HSL is committed to making a positive impact on the entire community of San Leandro. Central to HSL's <br />strategy for nuisance prevention is thoughtful site selection. Although HSL's lease is not yet finalized, <br />the site currently proposed site is 1,975 feet from the nearest residential zone, which is actually located <br />in Oakland. (See Exhibit B). The location is nearly four times the distance from residential areas required <br />by San Leandro's medical cannabis dispensary ordinance, and even further from other sensitive uses <br />such as churches, schools and parks. (See Exhibit B). Additionally, we expect that HSL will be located in <br />an "Industrial General" zone; as such, its neighbors are likely to be much less sensitive to issues such as <br />noise or vehicular traffic. <br />HSL will go beyond the mere mitigation and prevention of nuisance, by allocating resources to improve <br />the neighborhood in which we are located. The exterior of the dispensary building will be regularly <br />maintained and cleaned, and the fa4ade will be tastefully designed to complement the aesthetics of the <br />surrounding architectural design. <br />► ODOR CONTROL <br />All spaces within HSL that contain cannabis products will use a highly effective odor -scrubbing carbon <br />filtration system for air circulation and ventilation to minimize odor inside the building. Rooms containing <br />cannabis will be kept under negative pressure, so that odors do not escape when or if doors or windows <br />are opened. Any odors produced by the presence of cannabis will be completely eliminated prior to being <br />exhausted from the building through the use of high-quality air filtration systems.2 <br />► NOISE CONTROL <br />To reduce the possibility of noise pollution, HSL will implement a strict rules of conduct governing the <br />behavior of patients, staff, contractors and visitors at all times while on, approaching or departing the <br />HSL site. These include, but are not limited to: <br />Restricted volume of car stereos and amplified portable sound systems <br />(in vehicles or on persons) while on the premises, including while entering <br />and exiting the premises; <br />• Limited volume of in-house background music, during regular business hours only; <br />• Warnings for unnecessary honking, tire screeching, yelling, or any noise <br />deemed disruptive, unnecessary or a nuisance. <br />Any persons violating our rules of conduct, exhibiting any disruptive behavior or creating a disturbance of <br />any kind will be issued a warning by our Security staff, and dependent upon the severity may be reported <br />to law enforcement officials. Multiple warnings may result in suspension or termination of collective <br />membership in HSL. <br />► FOOT AND VEHICLE TRAFFIC <br />HSL's proposed location at 130 Doolittle Drive is easily accessible by public transportation, with the #73 <br />bus stop at Hegenberger Road and Doolittle Drive located within one city block (0.3 miles).
