Develop and Manage the Process to Select a Single Medical Cannabis Dispensary I City of San Leandro <br />A. As demonstrated in this proposal, ICF International (ICF) <br />brings directly relevant application processing experience on highly visible projects, including <br />the Medical Marijuana Program in Massachusetts, one of the most highly regulated and <br />restrictive programs in the United States. <br />Since 1969, ICF has been serving government at all levels, major <br />corporations, and multilateral institutions. ICF currently has more than <br />4,500 employees serving these clients from over 60 offices worldwide. <br />We have over 400 staff working from 12 offices in California, including <br />three Bay Area offices (San Francisco, San Jose, and San Rafael). <br />These and other ICF staff bring expertise across a wide array of subject <br />areas, including medical marijuana, program implementation, application <br />review, business plan analysis, public health, safety and security, <br />community outreach, and stakeholder facilitation. Approximately one-quarter of our company <br />serves the environmental and public health sectors. <br />ICF brings time -tested program and application support procedures that we can adapt to San <br />Leandro's needs to identify regulatory requirements and develop a rigorous two-phase <br />application process. Our qualifications also highlight Bay Area projects that demonstrate our <br />understanding of working, communicating, and meeting the needs of our local clients. In <br />addition to our current support of the Massachusetts Medical Marijuana Program, ICF has <br />worked with municipal clients across the country to develop scientific technical reports and <br />implement statewide and municipal public health and emergency management exercises.
