July 15, 2015 <br />City of Pico Rivera <br />OFFICE OF THE CITY COUNCIL <br />6615 Passons Boulevard • Pico Rivera, California 90660 • (562) 801-4371 <br />weir wiewpico-rivermorg • c -mail: spoiaC-pito-riaera,arg <br />Stephany Aguilar, President <br />League of California Cities <br />1400 K Street Suite 400 <br />Sacramento, CA 95814 <br />Fax: (916) 658-8240 <br />GREGORY SALCIDO <br />Mayor <br />Re: A RESOLUTION OF THE LEAGUE OF CALIFORNIA CITIES CALLING FOR <br />LEGISLATION TO PRESERVE THERAPEUTIC ENVIRONMENTS FOR GROUP <br />HOMES AND AVOID IMPACTS OF OVERCONCENTRATION OF ALCOHOL <br />AND DRUG ABUSE RECOVERY AND TREATMENT FACILITIES IN <br />RESIDENTIAL NEIGHBORHOODS <br />Dear President Aguilar, <br />I, Gregory Salcido, Mayor of the City of Pico Rivera wish to support the League of <br />California Cities resolution for legislation to preserve therapeutic environments for group <br />homes and avoid impacts of overconcentration of alcohol and drug abuse recovery and <br />treatment facilities in residential neighborhoods to be adopted on October 2, 2015 at the <br />Annual League of California Cities Conference in San Jose, California. <br />In the interest of continuing local control, tand use and planning and home rule, we <br />believe the Governor and Legislature should respect the Individuals' legal rights. The <br />Cakfomia Fair Employment and Housing Act includes legal protection against <br />discrimination against persons with disabilities through zoning laws, denials of use <br />permits, and other actions authorized under the Pianning and Zoning Law; and the <br />Americans with Disabilities Act requires public entities to make reasonable <br />accommodations in policies, practices, or procedures to avoid discrimination on the <br />basis of a disability. There is no provision in State law that allows for the consideration <br />of the impact of alcoholism or drug abuse recovery or treatment facilities on single- <br />family neighborhoods or the overconcentration of these facilities as there is for <br />residential group home facilities. <br />
