City of San Leandro <br />Meeting Date: October 19, 2015 <br />Staff Report <br />Agenda Section:File Number:15-546 CONSENT CALENDAR <br />Agenda Number:8.G. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Accepting the Work for the Annual Street <br />Sealing Project 2014-2015, Project No. 2015.0070 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council accept the work and authorize the City Manager to file <br />the Notice of Completion, release the performance and payment bonds and release the <br />maintenance bond upon successful completion of the one-year maintenance period. <br />BACKGROUND <br />Street sealing is an annual maintenance activity that can prolong the useful life of pavement. <br />The treatments associated with this project include slurry sealing, asphalt rubber chip sealing, <br />and micro-surfacing. These treatments involve the application of one or more layers of rock <br />chips, crumb rubber chips produced by recycling used tires, and asphalt emulsions. The <br />particular process is individually selected for each street based on the pavement condition. <br />The City was awarded a grant from CalRecycle for the use of crumb rubber chips in the <br />rubberized chip seal process and will be reimbursed at a rate of $1.00 per square yard of <br />roadway where that process was applied on this project. The City will be reimbursed $66,255 <br />from the grant for this year’s project. <br />Each year work is performed in one of our four maintenance areas. This year streets within <br />maintenance area 4, on the west side of San Leandro, were evaluated for work. Priority was <br />given to arterial streets and those with the lowest pavement condition index that had not <br />deteriorated to the point that replacement was required. <br />Analysis <br />Construction is complete. A list of streets that received a street sealing treatment as part of <br />this project is attached.
