No specific development plans were previously <br />identified. <br />History of previous development proposals and activity <br />In 2005, the RDA issued an RFP to sell the property pursuant to the disposition agreement with <br />the City of San Leandro. The requested development proposal was to be consistent with the <br />property's zoning category of CN(S), which permits retail sales and services, full-service <br />restaurants, offices and business/professional/building services. All bids were rejected by the <br />RDA.
