City of San Leandro <br />Meeting Date: November 2, 2015 <br />Resolution - Council <br />Agenda Section:File Number:15-581 ACTION ITEMS <br />Agenda Number: <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:RESOLUTION Authorizing the City Manager to Execute a Memorandum of <br />Understanding (MOU) with the Silicon Valley Community Foundation for a <br />Regional Housing Nexus Study (provides a basis for future City updates to its <br />Inclusionary Zoning Ordinance including its affordable housing impact fee, at <br />a cost not to exceed $32,000 for the City’s pro-rated share) <br />WHEREAS, the dissolution of redevelopment agencies throughout California in 2012 <br />eliminated the major source of funding for affordable housing in the City of San Leandro and <br />other local jurisdictions; and <br />WHEREAS, the need for affordable housing continues to be an important regional <br />challenge; and <br />WHEREAS, despite the elimination of funding, the state still mandates that cities must <br />plan for and facilitate the provision of affordable housing; and <br />WHEREAS, having a local funding source often allows cities to secure additional state <br />and federal resources; and <br />WHEREAS, an option to provide funding for affordable housing is the imposition of <br />development impact fees, for which a nexus study is required; and <br />WHEREAS, the multi-jurisdictional approach includes economies of scale and is more <br />cost effective, costing less than half of a “stand alone” nexus study prepared for one <br />jurisdiction; and <br />WHEREAS, the multi-jurisdictional approach also allows close collaboration with <br />neighboring jurisdictions on housing policy to learn about best practices; and <br />WHEREAS, participation in the regional nexus study of the impacts of various types of <br />Page 1 City of San Leandro Printed on 10/27/2015
