City of San Leandro Meeting Date: November 2, 2015 Resolution - Council Agenda Section:File Number:15-581 ACTION ITEMS Agenda Number: TO:City Council FROM:Chris Zapata City Manager BY:Cynthia Battenberg Community Development Director FINANCE REVIEW:David Baum Finance Director TITLE:RESOLUTION Authorizing the City Manager to Execute a Memorandum of Understanding (MOU) with the Silicon Valley Community Foundation for a Regional Housing Nexus Study (provides a basis for future City updates to its Inclusionary Zoning Ordinance including its affordable housing impact fee, at a cost not to exceed $32,000 for the City’s pro-rated share) WHEREAS, the dissolution of redevelopment agencies throughout California in 2012 eliminated the major source of funding for affordable housing in the City of San Leandro and other local jurisdictions; and WHEREAS, the need for affordable housing continues to be an important regional challenge; and WHEREAS, despite the elimination of funding, the state still mandates that cities must plan for and facilitate the provision of affordable housing; and WHEREAS, having a local funding source often allows cities to secure additional state and federal resources; and WHEREAS, an option to provide funding for affordable housing is the imposition of development impact fees, for which a nexus study is required; and WHEREAS, the multi-jurisdictional approach includes economies of scale and is more cost effective, costing less than half of a “stand alone” nexus study prepared for one jurisdiction; and WHEREAS, the multi-jurisdictional approach also allows close collaboration with neighboring jurisdictions on housing policy to learn about best practices; and WHEREAS, participation in the regional nexus study of the impacts of various types of Page 1 City of San Leandro Printed on 10/27/2015
